nominations for chiefs of homeland security, the CIA, and the intelligence czar
as cases in point. "I'm not blaming Michael Chernoff, Porter Goss, and John
Negroponte for what may be their lack of true leadership understanding.
Bureaucratic leadership is what they've known throughout their careers. They may
not know any other kind of leadership. But this war demands new leadership --
certainly not bureaucratic. Just as asymmetrical war is fluid,
multi-dimensional, and global, the leadership to fight it must be asymmetrical
too. The good news is we don't have to create asymmetrical leadership from
scratch. It's already being developed and modeled in a few forward-thinking
American businesses."
What does business leadership have to do with
waging asymmetrical war? Filson asserts that during the past decades, many
businesses have had to compete in asymmetrical markets, markets that are global,
multi-faceted and swiftly changing. He says, "To succeed, the leaders of these
businesses have had to discard old, bureaucratic leadership methods and
practices and put into action new ones. In short, they've had to develop
asymmetric leadership."
As examples of business leaders who could greatly
help our nation in this war by leading cabinet-level bureaucracies, Filson cites
Jack Welch and Larry Bossidy, ex-CEOs of General Electric and AlliedSignal,
respectively.
"These are just two of dozens I could name. What are Welch
and Bossidy doing in retirement?" Filson asks. "Our nation needs their
considerable leadership expertise. Both of them did terrific jobs running global
companies with hundreds of thousands of employees each. They are far better
leaders than bureaucrats. Our American business community is truly our nation's
city on a hill. Our business leaders are the envy of the world. When will our
nation start using this tragically neglected resource?"
