Wisnosky Presents Keynote - “The Bottom Line of EA and DoDAF Wizdom” at Telelogic 2005 Eastern Users Conference
Recently more than 150 Telelogic customers gathered at the SAIC Conference Center in Tysons Corner, Virginia to learn the latest about Telelogic products and plans to support the Federal Government efforts in building Enterprise Architectures. This was Telelogic's third annual Mid-Atlantic Customer gathering, known as TechConnect.

learn the latest about Telelogic products and plans to support the Federal

third annual Mid-Atlantic Customer gathering, known as TechConnect.
Wizdom founder and President Dennis E. Wisnosky presented the keynote
talk “The Bottom Line of EA and DoDAF Wizdom” which led off the proceedings. The
talk was based on Chapters 1 and 6 of Wisnosky’s acclaimed book, DoDAF
Wizdom.
Filled with real-world examples, illustrations, anecdotes,
essential tips and decades of insight, DoDAF Wizdom describes the specific
requirements for products under the variety of circumstances that the DoDAF
practitioner is likely to meet, and what they’ll need to know to get over the
humps. Beginning with an explanation of the DoDs Joint Capabilities and
Development System (JCIDS), the book introduces an 11-step methodology that
demonstrates exactly how a DoDAF project should progress doing the amount of
work that is no less and no more than necessary to get the job done. Finally,
DoDAF Wizdom provides an actual working example that takes the reader through
application of the Wizdom “Minimalist Methodology” using a DoD
example.

Titled “The Bottom Line of EA and DoDAF Wizdom”,
Wisnosky presented an approach to gathering and working with Key Performance
Indicators (KPI’s) to build the business case required by the Office of
Management and Budget (OMB) to be in compliance with OMB Exhibit 300 Capital
Asset Plan & Business Case.
“The most useful metaphor to explain the
concept of Key Performance Indicators is to compare business performance metrics
with Heading, Altitude and Air Speed – the only indicators important to every
pilot flying an aircraft”, said Dennis E. Wisnosky, Wizdom founder. “Pilots are
taught in their basic training to continuously scan these instruments and to
compare their readings with both what is expected and especially with one
another. If all 3 instruments agree, then the aircraft is under control.”

Within the DoDAF, performance analysis
process begins with the Business Process Operations Model – the OV-5. The OV-5
can be created using IDEF0, Use Case or Activity Diagrams from the UML as shown
in the figure. A goal of the analysis is to ensure compliance with the Clinger
Cohen Act and to deliver assured capability to the end user.
